Alright, so considering that Water lacks a lot in the PC department compared to CC and that Freezing is one of it's signature abilities, what do you guys think of this?
The upped seems too powerful. Unupped might also be too powerful. Think Low-pillar discord/BH bow with 2 of these.
I think any of the following might be good:
Freeze all permanents except for target enemy permanent for 1-2 turns.
Freeze all non-pillar permanents except target non-pillar permanent for 2-3 turns.
Freeze all creatures except target creature for 2 turns.
(Time) Delay all creatures except target creature.
