Clarify what you mean by "stalled" a bit.
E.g. Does that mean 'delayed', 'frozen', or simply unable to attack (a la sundial)

Delayed I guess (especially since frozen is the same just different graphic representation)

Shouldn't the wording be "those with 4 HP or more"?

There's actually several subtle differences. Delay can stack, frozen can't. Frozen stops Damselfly and Gnomes from producing quanta, Delay doesn't.

I like the card, but I think it could be a little cheaper.

Not to mention that Shockwave can't instantly kill delayed creature.
