This card is bad until it becomes a hardcounter and then it's deck destroying. I don't approve of cards that are extreme like this.
My default opinion of a new card is OP. Your job as a card creator will have to be to convince me otherwise.

It may be too narrow, but it can be made more general in this style - how about that?

NAME:
Storm
ELEMENT:
Gravity
COST:
2 :gravity
TYPE:
Spell
ATK|HP:

TEXT:
Deals 1 damage to every creature.  Airborne creatures have a 50% chance to lose the Airborne ability.

NOTES:
NB! Every creature, not every enemy creature.

The obvious use concept is as a counter to Shard of Freedom decks - taking down multiple flyers.

Lightning is less likely to strike flying creatures since lightning seeks the shortest route to ground. (Flying creatures are not connected to ground)

This is a little biased imo. Lighning has a nasty habit to hit objects which stand higher than the rest and, furthermore, airplanes are known to have (or had) problems with lightning strikes.
However, the truth is that ground objects are more usual targets of such an electric discharge. As a result, dealing extra damage to non-airbornes (or even being able to hit burrowed targets) makes sense imo.
Finally, I think it needs a cost increase of at least 1 :gravity.

Having something which can knock creatures out of the air and deal extra damage to non-airborne creatures actually makes for an interesting self-combo concept.
I do think that a mass airborne removal effect should probably be temporary though... Maybe 2-3 turns?

I still think some kind of gravitational distortion / anomaly would fit better than lightening under the :gravity element though. And it really does tie in with the card mechanic.

Some kind of dense gravity field thing would be interesting. all airborne creatures lose their airborne, all creatures under 5 hp take 1 damage per turn for 3 turns. stackable.

another thunderstorm dry spell thingy isn't needed though. but gravity having a grounded affect to air would be interesting.

maybe a shield that can either stand alone or stack on top of another shield that prevents airborne creatures from attacking for X turns.

It would be very nice for Warden decks since they would be able to function off of duos using momentum, or trios using a third element for higher attack buffs... A trio would still have quanta stability issues, but it beats needing a quartet or 'bow.

It also makes a perfect pair with Wings, opening up a new synergy between air and gravity.
