Needing 2 turns to evolve each grabiod cripples the deck (since only time quanta is mark)
And making it 10/3 makes it vulnerable to RoF which is one of the huge advantages of upgrading the graibod

4 quanta for a 10/4 is a bit strong.  Even if there a 1 (or 2) turn delay and requires splashing time quanta. 
(it wouldn't cost anymore then it currently does... it is not a 2 turn evolve.  1 :time to evolve & 0 to unburrow)

There is also the idea of having a graboid enter the game unburrowed.  The graboid would be vulnerable at first and evolves into something less brittle/protected.  (Similar to Werewolf).  From there it can move to full Shrieker power.

just to add that also there is the free heal Graboid has when evolves to Shrieker, that at least should be "fixed"

example: graboid is played when opponent has a fireshield, 2/3 -> 2/2, next turn when evolves to shrieker it stats 8/3 (or 10/4 for elite) aka auto-heal-for-free ... >.>
