the base level card need a partner card permanent to make it more useful.

maybe a different ability would work better.. giving any creature devour is way to overpowered as so .. sarcastically posted above. :P
if you do keep it as devour i suggest you add in only to creatures with idk 4 or 5 HP  or lower can be targeted by this spell. then its like making an oty but it wont work on the high defense creatures..
maybe give momentum idk.. we already have that and its cheap so why pay more for it unless giving the :gravity element change is a bonus, which right now is not.
could be a :gravity stat boost?  +2|+4.. keep to gravity usually having more defense.

Aye, Devour is far too powerful. A stat boost would be fine, and boring. I would like to go wild with Gravity and come up with something totally crazy. Too bad I'm not very crazy.
Something like De-acceleration could work. Active skill that lowers targeted creature attack by 1 or 2. Or maybe an active skill that reduces damage taken that turn by 2-3 for 3-4 :gravity Repulsion Barrier or something. I dunno. Fun to brainstorm though.

I KNOW!!! Make a new type of Shield, Structure | Elite Structure

Working like Bone Wall (stackable) it reduces 1 damage for every one (maybe 2 or 3) structures.  Maxing out at a number of damage blocking 30 maybe?(slightly higher that RoL / Hope)

Ever heard of a flying Titan?  It's about 10 quantum in total and BOOM!!! you got a 50 attack creature with 7 health... this will never get approved.

1.  It has 7 or 8 health, thats still alot
2.  Maxwell Demon is rarely used
3.  It already has momentum, if you quint it, it is literally untouchable

yea switching wouldnt be very good call there. id say go with the more mundane idea of the stat boost or something new that isnt in game yet.
