PU would copy mount and rider. Mitosis and Fractal would only see the dragon.
Blizzard could use a higher activation cost.

Blizzard>Thunderstorm in every possible way, except takes two cards instead of one.

Upping Blizzard cost to 2 is fine. Thunderstorm only has one card advantage.
