ooh. on the border of OP if this affects pillars.
If it freezes pillars for 2 turns, this is almost as powerful as a 2 turn silence considering the opposing player won't be able to get quanta to play cards for 2 turns. Of course, this also basically silences yourself as well, but it feels powerful because as long as the user has a head start on the board, they've gained an advantage.
The double edge is fairly easy to get around using PA... could run off of earth mark and water pillars... and you would gain access to trident and sopa wardens at the same time...
2 rounds of no-quanta for opponent is quite powerful... With 6 of these, you lock down your opponent's quanta production for 12 turns! Worse, arena decks could pull off 24 turns of lockdown with 2x agility. I'm not sure I want that to be a thing.
Maybe not the worst case of OP, but its at least boarderline.
Pillar interaction issues aside, I like it a lot.
