Ability cannot stack.

The pillar encourages water mono decks but at the cost of having all your weapons, pillars, shards and shields useless 1 out of every 2 turns. The tower I think is balanced anyway.

For a mono water deck the pillar almost double the quanta, making mono water decks more of an option. The upgraded card would work better as a stalling unit.

oops. I was distracted.
As a rush pillar it is comparable with the Fire pillar suggested but without a significant cost.
Reduce it to  :water :water :water and it might be balanced.

Considering it just freezes itself every turn, it seems pretty useless. Ok, maybe if you are running fatties in your deck with absurd costs, but otherwise no. I like my lobo.

I think the upped one is too strong; being able to freeze your opponent's permanents repeatedly is really powerful.

Also, because of the timing factor in the delay, you'd get something like this:

play turn 1 = get quanta
turn 2 = freeze stuff
turn 3 = unfreeze (no quanta because it's frozen)
turn 4 = freeze stuff
turn 5 = unfreeze (no quanta because it's frozen)
etc etc

and so you wouldn't actually get any quanta from this card except the turn it comes into play, with this wording.  I think it needs a bit of a rework, anyway; maybe alternately it removes poison from a random creature/player on your side.  (but doesn't grant +hp regen like purify)

I see what you mean. I'll think on either rewording it or completely redoing it. Removing poison could be good as it would be an anti smog pillar.

While Devourer does not steal quanta when frozen, it steals quanta the turn it unfreezes.

That I didn't realize; I don't think I've ever seen devourers frozen.  The card is still overpowered, though.  And 'your' is 'you're', since we're in the correcting mood!  :P :P  I voted for the removal of poison, since it was my suggestion after all :)
