No...Mind Gate very clearly sends a copy of the card on the top of your opponent's deck to your hand.  Forward would do the exact opposite; send a copy of a card within your hand to the top of your opponent's deck.

Uh I don't think that's a good idea.  You play this on turn one, then keep replicating a card (say Devonian Dragon) an infinite number of times, effectively shutting your opponent down completely assuming they do not run Time Quanta.
