I like the mechanic, but it may cost too much, especially 2 off-color quanta for shuffling your deck.

Like this card idea. I'm not convinced that it costs too much...being able to reshuffle your deck AFTER seeing the next three cards is a pretty significant ability, especially in a time deck with hourglasses. Mid-game with a couple of these on the board and a few hourglasses would be pretty awesome.

I don't think the to view the top three cards of your deck is necessary - the duo is potentially inefficient as it is and it doesn't give you card advantage in any form. (I would rather pay +1 for Golden Hourglass as it currently is than an extra each turn for a shuffled deck.)

I would change it to:
"Each turn, you may view the top 3 cards of your deck.
- Shuffle your deck."

On the other hand, depending of your quanta production, this can be used as a central card. It can also be used together with hourglasses to effectively choose which cards of your deck get drawn (specially with more than a fortuneteller) and this should be something expensive.

So is it better with an activated switch mechanic, or  as Zblader suggests to be able to do it any time.

I think the inefficiency adds to the balance.

How about making the fortune creature being and the precognition like/time control ability be ?
