I'm not sure if it should be allowed to stack two of the same effect onto a single card. If you think about it, the best bet (if you only have the upgraded or unupgraded but not both) is probably to spread the effect onto as many different cards as possible. Otherwise, they would just play the cards first / last.

I did intend for both the upgraded and unupgraded effect to be useable on the same card though. Then they could only play that card unless they are willing to lose cards from deck.

If you use just 1 of these yes. If you use 2 of them at once, you can ensure at least one discard event.

Also, there are several cases where they may not want to play a particular card first / last... Or at all for that matter.

Miracle and fractal are best examples, but it can also be used to force them to choose to
-play a card they would rather save for later.
-not play any skills or cards at all
-Discard some cards

Yes, that was the original idea... although if that is too powerful it can be limited to only casting events, or casting events and permanent use instead.
