Severely undercosted and OP.

Average direct hit damage = 2.5

Rain of Fire (3 damage) = 7 | 5
Pandemonium = 3 | 5

Casting cost should be at least 7 (RoF) + 3 (Panda) + 2 (card efficiency) = 12 on unupped.
5 (RoF) + 5 (Panda) + 2 (card efficiency) = 12 on upped.

Essentially, if you remove one of the two modes, the card becomes UP. If both modes stay, it's OP :\

More than that, no one would use this spell since just one of both effect should clean the field.

Trying to example If i have a card at 5 that gives 7 damage to creature, is ok, but i would never put in the deck a card that with 20 cost gives 28 damage to creature, since the final effect is the same, killing a creature in any case.

Feedback on the reworked version:

- Quanta cost balancing for both versions is pretty spot on.
- Upped version overlaps with upped Pandemonium's niche way too much.
- Card text wording is awkward. Right now, it's implying that it does damage to the opponent for each creature they control. Something like "Deal between 1 to 4 damage to every enemy creature" would be less ambiguous.
- Is the damage randomized for each target, or is the RNG'd result uniform (i.e. the same amount of damage to every creature hit)?

By "spot on," I meant that the costs are pretty balanced. As for the thing about Pandemonium's niche, I meant that the upped version of Pandemonium and the upped version of this card are way too similar (both are mass-CC effects in Entropy that only do damage to enemy creatures).
