Simply put - a permanent, creature, or spell that forces one (or both) players to draw a card (or cards).
It would put pressure on 30-card 'speed' decks and introduce a new way to defeat an opponent.

If the opponent/player already has a full hand, the effect is useless/wasted.
This would also introduce a new game strategy in favor of 'saving' a chunk of cards in-hand, rather than spending everything as soon as you possibly can.

And it'd make the decks that have to reverse themselves to survive for longer fail miserably.

The concept is good, though.

Not bad as idea... you could just make a new effect:

Tempus fugit x: (y time quanta) The target player draws x cards.

x and y are numbers ofc  ;)

Originally, I envisioned this card as 'colorless/universal', along with quantum towers, dirks, long swords, etc.
That way, it's available to everyone and not immediately pigeon-holed into one or two deck types.
Ultimately, you would fear/prepare/anticipate this card from any deck - not just when you see X or Y mark from your opponent.

It seems that a permanent is the way to go, like:
"Crystal Ball"
CARD COST: 10? (any color)
EFFECT COST: 8? (any color)
EFFECT: Player and Opponent each draw one extra card in their next draw phase.

Cost is WAY too high. You say you don't want pidgeon holed cards but this is a... pidgeon holed card for rainbows :) cost should be lowered to 5 to play and 2 to activate effect...

I thought the cost should be high, to prevent a major upper-hand situation for the user.
Otherwise, making a 60 card deck with 4 or 5 of these would just burn down a 30 or 40 card deck very fast if the costs were too cheap.

Maybe it's cheap to get out, but expensive to use... 3 cost, 8 use or something.
Alternately, the cost could be paid completely or partially by:
-life
-sacrificing a creature
-sacrificing a tower

You forget something:

1) In a 60 cards deck you have 10% chance of drawing this hypotetical card if you have 6. And if you put hourglasses to be sure of getting them in time you will deck out too.
2) Letting the opponent draw 4 cards per turn, if his deck is a 30 cards one (fast deck) is a suicidal strategy. He will put everything he's got on the field and destroy you in a couple turns.
