That's why I've written that it wouldn't be as powerful as it seems at first glance. If none of the players use immortality this card is useless. But if you use Quintessence this card would be useful even for your creatures: you can make a creature immortal to protect it until a Blessing/Parallel Universe/etc. arrives when you could remove the protection.

The problem is that until now immortal creatures were untouchable by all means and the new card would brake this concept. That's a philosophical question whether this is permissible or not. I wouldn't mind if the concept was changed even if MM wouldn't be a commonly used card.

New Dawn should not be random quanta, that's way too cheap. 8 entropy might be OK, though.
What about 12 random quanta and consuming all Entropy quantums left? (Similar to Miracle)

Functionally, I think it should be as if everything was rewound and re-played, and should affect immaterial critters. Naturally immaterial critters stay immaterial, Anubis and Quintessence effects are undone.
Amnesia obviously wouldn't work on immaterial critters, as it's written now. It targets normally, and immaterial critters can't be targeted normally.
Exactly. But note that New Dawn raises the same philosophical question as Memento Mori. Should be discussed whether this is acceptable. (I hope yes)
