Shouldn't it be "Draw up to 8 cards". I like this, fill your hand but be forced to discard afterwards. Still being able to skip 7 draws could be problematic.

Hmm... this provides a potentially VERY large card advantage. That would intrude on the time element's thematic territory pretty severly I think.

You should probably try to work the time element in somehow so it won't be a problem... Otherwise you may get a lot of people yelling foul.

I understand try to give card drawing to other elements, SoBr does this after all.

The key there is that SoBr gives drawing to BOTH players, so it avoids giving the user a "card advantage" which falls into time's thematic domain.

SoSe is another example of card advantage, but with SoSe you aren't "drawing" cards, because the cards you get are random rather than coming from your deck. The element of randomness there helps offset the draw advantage.

Another way to look at it is in terms of Card per Turn advantage... Ending the turn immediately helps, but its still giving them 8 cards over 2 turns, which is a 4 card per turn advantage over that time... again, this is a little too powerful considering it is encroaching on the time element.

I think it either needs something to mitigate / nullify the draw advantage more fully or you need to work in the time element somehow...
I'm not saying it needs to be a time card, but you need to create a thematic link somehow.

Which means that your opponent gets a free Sky Blitz, and a free silence, and pretty much just gets an extra turn in general.

I'm not sure where you get the free Sky Blitz part...
But I see your point about silence and no attack...
Effectively
-> no attack = sundial ~1 card (slightly better here since you lose weapon attack too... maybe worth .5 card advantage?)
-> silence = 1 card

so you still have a 3.5 - 2.5 = net 1 card advantage left over...
Of course, its not a pure silence effect since you could easily play other cards before using this... so maybe the silence part should only be worth .5 cards... I.e. you have a 1.5 card advantage to justify.

The high casting cost helps, but I don't think its quite enough on its own.

Consider what this is to rushes: you empty your hand, then use this. The following turn you repeat
This makes :time an even better home for this: their mid hitter, ghost, is undesirable to discard. Doesn't matter since rush would discard pillars (stock extra pillars with discard in mind)
What this is to :aether: In element draw consistency. Use Flux the turn before you need to resume your Dim chain. 3 dims would be sufficient to maintain a chain
Aether already has a card advantage mechanism: Mindgate. Notice that it doesn't grant draw consistency
