I am not sure whether the theme or idea has already been used.  I have no idea if this has already been proposed or not.  I have not read through the entire archive.  It just seems obvious, but I have not seen it before, so here it is.

Hmmm. Looks alright. Though as a permanent, that basically buffs freeze and congeal to a "do 3 | 4" damage spell for only 1 :water. Neptune would have a field day with this.

Hmm.  Better buy stocks in quintessence and lobotomizers.

Awesome! I've been waiting to see someone would make this one for a while. Hope it makes it in the game :)
Its time water had a little more bite.
Puffer Squid decks will become a really nasty customer now.

If people think its a little OP as a permanent, some kind of upkeep or time limit may be in order.

Interesting. Does it stack? What happens to frozen weapons?

With no effective counter to status effects, I personally feel this a bit OP atm.
But what's to say it stays that way?

Maybe if it dealt damage to creatures when they are frozen instead of during the course of their freezing.
