Nice idea, parallel with spark of Aether

But I think this would be better, since bubbles won't last long, just like sparks

Making it sudden "burst" of  :water also suits the theme

Well it got one turn delay, slower than fire immolation. But immolation takes another card (creature)

So I think this is balanced
