Why not use the same thing that Flooding does and absorb  per turn?

I want it to be a choice. Spend the  and keep it in play or save it and let it be destroyed.

Keep this permanent in play for one turn.

My point was to counter his, shelters are not shields. Hope is also a horrible name for a shield, but I cant debate it. Based on the image hope looks like it's supposed to be armor. Whick begs the question why I can't use plate armor as a 3 def shield

Definitely not meant to be a shield. As for a lockdown, don't we want to combine cards in different ways to win games. Obviously Shelter can still be targeted. Plus the opponents creatures can still attack.

If you're inside a shelter, it 'shields' you from blizzards, sandstorms, etc.

If it doesn't affect creatures' ability to attack you - not your creatures (even Fire Shield offers a form of defense) - then I don't think that it should fall under the shield category.
