Malignant Cell Is all alone. In an attempt to get friends, it clones itself repeatedly until he can't have anymore friends. Sad really.
Flying longsword, bow, hammer and dagger also count as neutral creatures.
Airborne creatures are wiped out from a flood mysteriously

Because the flood has mile high waves.

Airborne creatures are wiped out from a flood mysteriously
if I recall correctly, airborne creatures survive flood. However, in this case they can still be targetted by this card, because I assume the flood is high enough to reach their feet thus they can be electrocuted through water.
My idealized elements cycle:
Water -> Fire -> Air -> Earth -> Lightning -> Metal -> Light -> Darkness -> Wood -> Water

In the game yes but in real life, I believe birds survive floods.

Now I'm one satisfied piggy now that I know what you meant. :)
Well, It would be nice if damage were upped a bit. I have never seen a creature straight up damaging another creature without side effects. Not only is this card validated, but it is now unique.
*I guarantee someone proving my creature CC point wrong with an image. Well, I see no other straight up damage CCC.

As for the card, waayy underpowered. I'd suggest lowering the cost a bit and not having the ability be bound to only targeting creatures in flooded areas. Maybe not having the ability to be bound to flooding in any way at all.
(If it seems OP after all that, maybe up the ability cost,)

Would it be too similar to flying Eagle's Eye if my suggestions were applied?
