My stance on this card with the ability to target SoG is that it would most likely only be used for that purpose, because no other permanents come close to having a benefit of the same magnitude. Of course, given the change so that no 'other' cards may be targeted (which doesn't really make much sense, but i'll roll with it), it is pretty underpowered, only because there are so few permanents worth targeting. As I said before, this card is only as powerful as the permanents it can target, which means that it will only become more powerful as more cards are designed. But right now, it's marginal.
