NOTES:
I think this could help speed up a lot of decks.  It could help stall deck types by allowing them to dig into their deck and grab key cards.  It could also be used in rushes to refill there hand will creatures in stead of pillars and what not.

2. Not sure how it would fit into the average deck.

Definitely an interesting concept. Could definitely be very useful to multi color decks which often have trouble with draws.
It would need to be a little less expensive for use in rush decks, but otherwise looks pretty cool.
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?

i think it could fit into an average deck pretty easily.
take the normal Life rush decks they normally only need about 3 or 4 pillars to empty their hand. 
Instead of playing extra pillars the player could leave those pillars in their hand.  Then that player could send them to the bottom of their deck and have a chane to draw more creatures.

The reason it is so costly is because it would be pretty leathal in a speed bow with shard of serendipity.

The only problem with that is that if you have a hard time playing something, where are you getting the 4 :life  to play this card?  I suggest dropping the costs by two for both cards.

As noted, the concerns are Serendipity, along with Fractal and maybe Mindgate.

Without those two/three cards, Fertilizer | Mulch may as well be free. (Using 3 :life for a mulligan is a bit too much. For the "Put-Pillars-Into-Your-Deck" Strategy, you're increasing the chance of drawing Pillars during your regular draw and Mulch is pretty useless after the first turn.)

Here's an odd idea. Have it's cost be colorless and produce  :life for each card recycled. That certainly fits the "mulch" theme :D
