Two things I made this for;
- For your own creatures that weren't airborne to take advantage of Sky Blitz
- For your enemy creatures so that Wings becomes 100% effective for two rounds

 I understand the use, but it's rather situational since it only works with Sky Blitz or as a Wings counter.   Possibly lower the unupped cost to 5 .

Well it is situational, but the situation depends on what your own deck contains.  So intentionally build a deck that employs this card well.

Are there any other uses I might have missed?

You say it would make wings 100% effective for two turns, but it would really make it 100% ineffective when all your opponents creatures become airborne.
