Why not just use mutation | improved mutation? It'll lose it's active ability of mutating into a different mutant the moment it turns into another creature. This is just mutation | improved mutation as a creature and not a spell.

When a creature mutates, it loses it's active and passive abilities and gains the active and passive abilities of the mutant. In this case, once it mutates, it'll lose it's ability to mutate into something every turn.
