Actually, the point is that it's played only if you can. The fact that the upgraded version only works on the opponent is because having the first card in your hand played could easily ruin a strategy. (Since anything targeted would probably be random.) Though, it's a risk to play because it could accelerate their strategy as well.
I think it would be better against Rainbows and Stalls, while nearly pointless against Rush decks.
in that case you really need to change the wording, perhaps to, at the beginning of each players turn that player plays the first card in their hand if able to, this is much easier to understand.
Also this is a bit costly, the effect will rarely make a really significant amount of difference, i doubt anyone would use it over something else, like antimatter
Name is a bit odd to be honest, it certainly doesnt fit with the other cards in the game, also, you should note this has the least use against rainbows as the opponent will only use the one type of quanta thus leaving them with the quanta for everything else in their hand (probably anyway)
