1. Cannot be used competitively without protect artifact, cloak, etc. because the meta-game is shifting more and more to a permanent/PC heavy meta-game, and you can't use this the turn you play it (the only safe turn) without (it being upped and) fractal or hourglass. In a way, it's kind of like soul catcher in that it's an alternate but fragile way to play cards from hand.1. Well, not many decks have great PC, also I think its cost balances this weakness
2. Is too powerful if not destroyed, and I think that you should pay something that scales to the cost of the creature for summoning like this. For example, soul catcher again: you need to pay the cost of killing something to gain the death quanta. So, even though it's 1 :time per dragon per turn unupped, it's still a lot cheaper than soul catcher.
Well, the main reason I think playing things for free is a bit too much is because I made a card with this mechanic that's much worse (restricted to summoning permanents, pay cost with HP, easily killed by CC, you can only have one on the field--no back-ups) for the New Slot Competition, and this card would be OP with my Janus (http://elementscommunity.org/forum/index.php/topic,33393) card, but it's probably balanced in the meta-game. ^^;

Yeah, it's conditionally powerful, because it's pretty easy to clog your hand with hourglasses, discard them to play them, and then clog your hand using hourglasses. Plus, one card per turn is enough, as all you need is one sky blitz to discard. Just wondering, if you discard something like sky blitz or fractal, do you lose all quanta in that element? If you discard a targeting spell, will targeting occur before your creatures attack?Yes you will lose all your :aether if you for example play fractal, because it's the effect of the card not its cost.
And I never said it was overpowered, as I added the clause "if not destroyed", which means that I'm disregarding the cost of resilience towards destruction and only evaluating its effect. While it may very well be balanced, I still think that you should have to pay a cost for each card you play this way.
