A random light creature on the field will gain +7|+2. After three uses, this is destroyed. Broken Bulb is generated.
... so... this COULD end up backfiring spectacularly? That would be very funny to watch.
Since this card is so element specific, that won't be enough to give much effect in terms of balancing.
Giving +7|+2 or +9|+2 is a very major effect. I think it needs to be toned down quite a bit since you get 3 uses per bulb.
In effect you are gaining +21 ATK damage per turn for each bulb... Moreover, you can avoid any negative effects if you limit it to +14 ATK damage instead... +14 damage for 5

... That's pretty powerful even limited to random targets and single element creatures only.
I think the ability should either be made 1 use only, or the effect needs to be toned down to account for the fact that no one would ever want to generate the broken light bulb without having a deck made specifically to deal with it (cremation, catapults and otyughs come to mind)
