NOTES:
I thought "other" needed a spell. This spell changes everything's hp to 4 [or 3]. Affects immaterial and burrowed creatures.
SERIES:
No series
Example:
You have a phase dragon and a phase spider out.
You use Epixylin, and Phase dragon becomes 8|4, but Phase spider becomes 4|4.

You use unupped for yourself, upped for opponent. [RoF is fun.]

I suggest you make this a permanent and have the effect "All creature have their HP changed to ____ as long as this card remains on the field"

weapons are permanents, too! But the permanent idea would be nice for a non-weapon permanent.

Making this a spell would make it so that the effect would last. And spell art is much easier to find.

This should not affect immaterial and burrowed creatures, unless you make it a shield. How do you expect a chemical (it is a chemical, right? Google turned up zero results) to affect something in another dimension? Shields affect them because they phase to our dimension when they attack.

It could affect immaterial or burrowed if you make it a perm with "As long as this card is on the field, no creature's health can exceed 3." This changes all health to 3, and they can't be healed past 3 while it's on the field.

The reason for the requests to change it to a permanent is because all spells that affect creatures currently in game target each creature and thus can not hit immortal or burrowed creatures.  Example = Rain of Fire or Lightning Storm.  Permanents can affect immortal or burrowed creatures.  Example = Sundial or Shields.

Allowing this to remain a spell and target immortal and burrowed creatures would require a change in the fundamentals of the game.

No man it sucks if it affects immaterials and burrowed creatures. Take this out. They're supposed to be immaterial. Unless you make it a shield and say any creature that attacks gets its hp reduced to 4/3.
