Nice idea, even if the odd device part is less appealing compared to creatures. they usual have att/hp similiar to the original creature and another effect, here the permanent will have simply the name of a permanent and the effect of another...but that's it.

Are the chances for this the same as Mutation?
Regarding a 'complete' theme:
How would you describe this spell as engineering, and why do you expect the card to become a gear by default instead of an 'odd device'?
