Small question; by 'superior device' (Advanced Engineering), you mean an actual permanent, right? Or is it just the upped 'gear' card?

Mutation for permanents, cool.  But I assume this includes Gear as a standalone, otherwise the upgrade is unobtainable.

yes a perm without its normal skill.

Stand-alone means that the card can be played (aka put into a deck) without the use of other cards.
About the card-text, the unupgraded text is annoying because it follows the syntax of Mutation but... well, doesn't follow the form.

Gear could be a non-standalone and make it cost 0 as there is no RT for perm. Even if there is an RT for perm 0 cost for Gear wouldn't be too OP (look at QP).
The upped form could be anything e.g. generate 2 random quanta since it is unobtainable. (look at Malignant Cell)

Will the skills of mutant perms' activation cost cost the same type as the perm? If so, how would you show it?

For art, I found a picture of a parchment on sxc.hu. Depending on what you want, you can take the whole thing or a crop of one or two curls, recolor it, and add some design to make it look like blueprints.

u see what i did for art if anyone wishes to make it better i tried to attach the .psd file. that didn't work so here is the wood image instead I saw the typo
