I think that, following cards that are already in-game, it should be phrased:
"The target creature gains -1/+0 and loses adrenaline and momentum."
(and likewise for the upgraded version)
Stats of a creature are written as ATK | HP, but any stat changes are always "gains ATK/HP".
EDIT: Ah, I didn't read the notes. In that case, I would word it like this:
"If the target creature has Momentum or Adrenaline, it is lost. If it does not, it gains -1/+0."
Regarding the actual card:
I think that it is drastically underpowered. Unless you are fighting a deck that basically revolves around Momentum and Adrenaline (like Obliterator), then it is basically just a weak ATK-lowering card. Antimatter instantly makes the creature's ATK negative (unless it is already below one), but this only reduces it by one. You would be better off just using Gravity Pull (or Retrovirus, in the same element) and killing a creature yourself instead of slowly reducing its ATK for one / two per card.
