1- restricting the upped one to spells has no sense. There are spell-less decks.
2- the idea has been made before. It is already in openEtG as "Burn Card" even more powerful because it makes the opponent discard a random card ftom his hand. It's cheaper and well balanced

Hmm. I guess I'll have to change it then. This was my second idea for this card-my first was to make the opponent randomly play cards. I'll see if I can get a variation of that.

Different card now! this one is a half-CC for creatures with strong abilities.

Will the effects autocast each turn? If yes, at the beginning or the end of your own turn?
What about abilities that don't target, like Photosynthesis?
Will it still cost the quanta of the ability itself?
Will it be able to target itself?

It will be as if the creature's owner used the ability, except it targets a random creature.
With abilities that have no target, it would just work the way it usually does, except it you can't control when it is going to use it. (this card is intended for creatures like Arctic Squid)

The amount of cards this one is useful against is too low. Oty, Maxwell Demon, Virus, Parasite, Owl Eye (suposing it can target it), puffer fish, scarab... Really, where would you use this card suposing you are facing a random opponent?

Could be even more situational, like Phase Spider/Death Spider.
It's limited, but not too limited.
