Now, when this is mitosis-ed, does this effect carry over to the other creature or not? I don't think there's any effects that do, but if this one did, it would make for a pretty strong combo with mono-life decks such as Mitofrogs or Mitoscorpions, etc. Oooh,  / neurotoxin power with spell protection. Is that OP? Something to consider.

I don't think mitosis copies over statuses, buffs, etc. to the copies it makes. For instance, popping mitosis on a scorpion with momentum does not yield new scorpions with momentum. So, I don't think this status should get copied either.
Parralel universe and deja-vu should copy over the status, though, since they do so for other statuses and stat bonuses.

dryspell  would end up hitting some other poor creature twice. Rage potion... hmm I guess a bunch of other creatures would get a little singed and the armored creature gets a nice ATK boost.
The bolt interaction would work just like you said. In the case of ice lance,  only the actual target gets frozen though. Not the enemies. Otherwise, mass freeze would probably be a little too powerful.

I would love to play with those; even if it's op, it would be a fun and creative way to beat the opponent, if I may say that.

On the first deck, -2 emerald towers and -3 shards of bravery. You'd have a 31 card deck which is fine and recommended. Alternatively, you could take out 3 epinephrines and 3 emerald towers, change life towers to life pendulums for a strong 30 card deck. I don't find the card all that overpowered, I actually find it balanced
