Too expensive. Without flood this has a bad attack/cost ratio, so the main point is playing it with flood. So you need to remember that flooding is gonna drain your quanta to remain in play.

Also, the skill is only useful against creatures and malignant cells, since flooding would kill everything else anyway.
And that's the point: To kill creatures that can escape flooding in the case it is not enough.
Just 'Can only be used in flooded area' would probably be enough. Perhaps allow it to target players for effectively +2 attack if necessary?

Can only be used in flooded area: This skill can only be used if this card is in flooded area.
To put it simply: To use its skill, this card and the target must be in flooded area.
You misinterpreted.
Deal 2x Damage means deal double damage. Not two. Also, "to enemy" not to target creature. For that to happen, you need gravity pull.
In short, what I meant:
"Creatures does double damage and spell damage in flooded area to enemy. Only deals double damage with flood otherwise.

do know what you meant. However, I tend to make card ideas as closely as possible to how it works in real life. That's why I chose target creature instead of player because in real life, electric eels
target their shock to whatever prey they choose, not just spraying electricity randomly through the water. And it's for the same reason that both this card and its target have to be in water to use its skill.
