Suppose there's an Otyugh with 0|5 on the field. Does the card effect trigger?

Yes and no.
If the oty had eaten anything and had been able to ATTACK then yes. If not then no.
For example You have a horned frog on the field i have an earthen condenser. Now so wen it ATTACKS i have a 25% chance of getting 2 :life but say i also have a diamond shield. Then I get 0% chance because  it did not ATTACK.
