It depends on the use. Sometimes you can force your opponent to deck himself out, or force him to discard a ghost if you're running ghostmare, or if you precog'd some key combo cards on his hand.
In the above situations, usually, you are willing to sacrifice 2 cards. Maybe at a lower cost if applied to both players.
