That aside, I think starting with 1 counter is a bit bad. That means at the start of your turn, you are automatically silenced until you spend 1 . Starting with 2 leaves some leeway.

Does Dream hawk gain back counters after it hits 0? Or does it lock your opponent into permanent silence? If Dream bird loses all its counters and you have no , are you permanently silenced?

Hmm...how is your opponent supposed to counter being permanently silenced aside from happening to have a Permanent/Creature on the field ahead of time to stop Dream Hawk? 

Do Dream Hawk's counters continue to decrease by 1 each turn regardless of its ability being used that turn?

I feel Dream Hawk's effect has too great a magnitude for EtG. Permanent Silence on the opponent is a problem and would create a sufficiently negative play experience  to warrant removal.

Dream Bird is fine because that is self inflicted.

I agree that permanent silence is not a good addition. Maybe add in the notes "for 1 turn?"
