How about...

"Target player draws 3 cards but can't use any of those cards for one turn."

?

I.E. They can still play other stuff in their hand (provided it isn't flooded with Ghosts )

The danger here would be that it'd be OP if used on yourself. You *could* make it opponent only targetting?

The whole point of the card is that you have to think whether drawing 3 cards is worth not playing more cards that turn - or if Silencing the opponent is worth them getting extra draw

Maybe not playing cards the NEXT turn? It could balance it. Playing more than one in a row would result in longer silence periods. Having a sanctuary could also reduce the draw to 1 or 2 cards
