I love this card's mechanic! I think it's a much needed mechanic in the game and makes a lot of sense. Balance-wise, I would increase the attack of the upgraded by 1, just to make it a bit more equal of an upgrade comparatively with the weapons already in the game. Nice idea!

The effect is interesting, and it would be great to have a mono-weapon in water. The ffect is not amazing though, so I think you could increase the attack to 4 for both or maybe 5 for the upped.

The effect is quite original as far as I know, well thought!
However, in what kind of decks would you use it? If you want pillars you want them FAST, I would reduce its cost to 2/1

Well, you could use this card to counter Mindgate, although it's situational. If EQs are rampant, this would help you continuously have a source of quanta. For decks focusing on gathering quanta for boosting Ice Bolt or Fire Lance, this could be helpful too.

one of the main questions i ask myself when making cards is 'would i use this if it were a card'. the answer for this is yes. and i could make a multitude of decks using this (eg: 6NT, 3-4 divining rods, rest water pillars with mark of water. get 1 NT and use this each turn to get a very good supply of pillars to NT). because of this, i approve of this idea. good job

But instead of putting pillar / pendulum on top of your deck, it can be added to your hand that would be better.
