What would this do if you put it on your own Vanadium Warden?  Would it be able to use its ability without being delayed itself (allowing it to both activate and still attack if buffed) or would it become unable to use its ability at all?

It's a fairly narrow card in use, but in the right matchup it could be pretty good.  I think I'd reduce the costs by 1 on both versions because of that.  It would also have synergy with things like Basilisk Blood + Otyugh + this to avoid the 6 turn delay.

Well... there's still mutation or freeze, but I don't see this being used much if only because it's just so situational. Even more so than Purify.

I think this card is too powerful with both effects. One needs to be dropped in my opinion. I would say being impervious delay time is the way to go. Good thinking outside the box.

I honestly don't see this having much use. I mean if you know you're going up against a control heavy Time deck than yeah, but otherwise no. The Oty BB Vial combo is clumsy and kind of excessive. Oty PA is usually enough.
