Like, a Hydra receives 1 damage from Fire Shield. It summons a 1 | 1 Hydra.

I glanced over this at first and I thought this was a field wide effect where any damage that any creature takes on the field will summon a hydra with a set amount of health equal to the damage received by said creature.

But on closer inspection, it seems that hydras summon other hydras. Well this will make for some nice gravity pull spam but with one attack, how useful is this creature?

Well, I made it only have 1 ATK to keep this card from being overpowered. How many ATK do you suggest?

Well, I made it only have 1 ATK to keep this card from being overpowered. How many ATK do you suggest?

It will most definitely not be OP really with almost any amount of attack up until maybe 7 because of Dry Spell shenanigans, but even then you can't continually use it since the new ones will have 1 HP and the normal ones have only 3.
