Dissipation is the process of 'losing' energy over time (in reality, it only changes to other types of energy that are not useable, most notably, heat).
Just a specific example: Golden Hourglass costs four quanta to play. When this spell is in effect, it will cost 6 time quanta and the player (the target player) gets 2 random quanta afterwards. This is supposed to embody the concept that an extra amount of energy is required to do the work and the excess is 'got back' in a not so useful form. The second law of thermodynamics - which can be measured via the concept of entropy - has much to do with dissipation, this is why the card is suits entropy the most, in my opinion.
It would be versatile - for example, players who have too much quanta of one type could and few of all others could use it on themselves because they could afford paying more quanta of that type. Using it on the opponent is obvious.

Just another card based on the concept of dissipation. To be honest, this was the original idea, but later the idea above crossed my mind, which I think is more linked to dissipation itself.

I feel your pain. no one has posted on mine either. if it helps i happen to think the original idea is easier to grasp and i like it better. I could actually see that used in mutation decks. you produce a bunch of entropy quanta,  mutate a bunch of creatures and then use dissipate to get quanta to fuel their abilities.  sort of alternative to Super nova if you want more random quanta than the two you get from SN, with the penalty that it costs more.

It could be multi-purpose. One is the alternative you say, but it could reduce the usefulness of Fahrenheit and Stone Skin, for example.

The cost-increasing version can be used for multiple purposes, too. If the player has too much quanta of his mark then he can use it on himself to generate other types of quanta over time; it can effectively increase the cost (and therefore restrain many decks) in the early game, and it hurts mono decks quite a lot.
