Reusable lightning storm for 2|1 + Insta-kill anything immaterial for 0|1
A spammable Lightning storm isn't necessarily bad, on its own LS is generally considered UP, might be (?) OP in a reusable form-though it would be evened back out if this does damage to your creatures as well(I assume it does)
Instant kill for all things material is, as has been stated, OP in many ways. First I'm fairly certain that anything that kills instantly while ignoring HP is frowned upon. This bypasses the HP issue and redirects it to whether a card is targetable or not.
Then applies it to every creature in the untargetable category at once...
Individually neither idea is great or balanced(and I didn't even focus on the cost).
But, if you combined them, say...
Deals 1, maybe 2, damage to all immaterial creatures.
Doesn't that seem quite a bit more reasonable and workable?
