Should be fairly straightforward. Basically, this card blocks a target card or any other copies thereof from being played. The effect can target cards in a players hand as well as those already in play. If the locked card is destroyed or removed, the effect will end prematurely. SERIES:

Is it accurate to presume PU / TU are still allowed (as PU and TU cannot be targeted by this)?  Also, what about the Deja Vu ability or Mitosis ability - it seems these would be allowed during "lock" on a Deja Vu or creature having :mitosis.

I originally inteded that this card would only stop you from casting another copy of the target, so you could indeed make xeroxes using PU or mitosis... of course those could be stopped by using a second matrix on them directly since it can target cards in hand.
A big motivation was to disrupt strategies that relied on spamming six of the same card into their deck....

Now that you mention it though, nixing PU as well would make the card much more potent and it makes more sense thematically too... Would that be too OP though?

Lock affects both players.
You can't see the cards in opponents hand, so you would have to target blindly... or use precognition ... Or use with a card like nightmare or mindgate so you know what you are hitting.

I thought about that, but preventing ghosts from being played only helps when the opponent would have the quanta to play the ghosts, which isn't common. It would also prevent you from playing more of your own ghosts.

Interesting... must've missed that one.
I suppose this is quite similar. I just took a slightly different route on the targeting dynamics.
As a matter of fact my first idea was pretty much exactly what you made. I decided to go with this way to avoid issues about having a permanet that targets upon being played.

So I guess the only main differences are:
1) This card takes 1 additional turn to employ the effect.
2) Both CC and PC can thwart this card, whereas only PC would help against Parergy (if send this card's target from the hand/play to the deck, the effect will be ended)
3) This cards total cost is about 3 lower than Parergy's

So I guess the question now is if those differences are enough to warrant a second shot at the polls.

Indeed. This was one of the first questions asked. I actually may change the wording to "coming into play".
Clearly both cases stop players from casting the card itself from their hand, but the key difference is whether or not effects such as PU, mitosis, and deja vu get blocked.
I think those effects should be blocked in this case or the card will be too limited in its utility.
If the lockdown were instead a side effect, then I could use "being played" instead, which would only restrict playing the card itself from hand, but not making copies with other effects.
I'm open too feedback in that regard though.
I checked out Parergy and didn't see alot of discussion on that topic in particular, so hopefully I can get some more feedback here.
