So, if you're in a situation when you'd need this, you probably won't be able to play it. Doesn't seem very useful then, because if the opponent could take you down to no weapons, shields, pillars, etc, then he/she can most likely just destroy Desperation even if you can play it.

Ultimate Shield?

This card would be amazing for deck stall, protect artifact and just wait, until your opponent decks out.  Although the likelihood of drawing the card is rare.

Darkness mark, two novas, this and an ecnhant artifact, all unupped = You are completely invincible for the rest of the game. Ultimate stall deck anyone?

Hm, I guess I'll need to fix the NovaPA thing.  At least PA seems to be seeing more use?

Destroyed if targeted? That's such PA hate, man.

And now it has a doom timer? (The drain) Meh. If you play this as soon as you can, assuming mark of darkness, it won't last a turn. If you have a nova or two, maybe one more turn. If you play this late game, and think it will have any use, then refer to my previous post:

Drake I have a great idea, how about the same principle but instead of draining quanta and be destroyed upon targeting, rather for every two card you discard in your hand you lose 10 health. It will prevent this card from being OP.
