I think the people who think it's overpowered missed the part that says "

quantum once every two turns, for those misinterpreting).
If the game ever slows down, then this might have some place in the game. However, gameplay right now tends to benefit rush/faster play. Aether already has high cost cards; this pillar would just make it slower to put out stuff. The only situation I can think of that this would be better than a regular pillar is when facing a slow damage earthquake deck. Deflags/steals/destroy are usually not a problem (in fact, people generally wanted the AI to drop a few on there pillars to protect their permanents), and if it was a problem it probably was in the first few turns and you couldn't set up a defense against their rush (so this, which generates quanta half as fast, probably wouldn't have helped anyway).
So basically this card is countering exactly two cards (earthquake, trident). Not worth it imo.
