Doesn't seem worth it.  The only thing this really protects against is earthquake.  Usually people won't mind not being able to deflag/steal pillars.

A good anti seism deck? This couple with immortals, phase shields and ball lightnings/phase dragons could be the 'Get seism in the oracle?' counter.

I find it greatly amusing that half of the consensus are saying it's stupidly over powered and the other half are saying it's stupidly underpowered. I reckon that's a darn good indication that it's balanced.

I share your amusement. It usually is a good indicator but may not be in this case because both extremes are rooted in mistakes.

It is half a pillar but is protected from PC. (Debuff + Buff is good design)

I feel like it might be slightly UP. I would have it generate 1 :aether|2 :aether when played.

I think the people who think it's overpowered missed the part that says  ":aether is generated every other turn" (generate a :aether quantum once every two turns, for those misinterpreting).

If the game ever slows down, then this might have some place in the game.  However, gameplay right now tends to benefit rush/faster play.  Aether already has high cost cards; this pillar would just make it slower to put out stuff.  The only situation I can think of that this would be better than a regular pillar is when facing a slow damage earthquake deck.  Deflags/steals/destroy are usually not a problem (in fact, people generally wanted the AI to drop a few on there pillars to protect their permanents), and if it was a problem it probably was in the first few turns and you couldn't set up a defense against their rush (so this, which generates quanta half as fast, probably wouldn't have helped anyway).

So basically this card is countering exactly two cards (earthquake, trident).  Not worth it imo.

I'll be making a lot more cards, I'm hoping over the next few months to have created a complete set for each element. I'm intending to make a few lower cost cards for Aether, this could benefit them while avoiding earthquake and trident.

Don't get me wrong, I appreciate feedback and would like ideas on how to balance any unbalanced cards.

Pretty Useless IMO.

Unless someone is using perm killers/earthquakes, it is a few steps down from the regular pillar.
