Hey again craawzy! Looks like you're on your way to create some crazy cards, eh?
First off, head to this thread (
http://elementscommunity.org/forum/index.php/topic,5039.0.html) whenever you want to post a card idea. Make sure you read the entire first post, because it explains to you how to post a card idea in the forums if you want it to be implemented (even though the chances are always going to be slim). ^^;
With that said, here's the table that you need to use.
ALL CARDS that have a chance to enter the Crucible
need to have this table for organization and unity purposes.

A few comments I have:
1). What exactly is the point of this card? Is it just a form of mass creature control (rewinding all the opponents creatures into their deck)? If so, then the cost should probably be raised severely to help counterbalance the fact that you can rewind up to (as the posters above have stated) 23 creatures on the opponent's side of the field. I personally hate rush decks, but this is the wrong way to go about it.
2). You need to make the description
simpler. Here are a few ideas:
"Rewinds all the opponents'
creatures on the field. Draw
a card."
"Send your opponents'
creatures back into their
hand. Draw a card."
It sounds more elegant than 'Reverse time all the opponents...", as the grammar feels off (although, that's not the point).
3).
Where does the art come from? Did you make it craawzy? Be honest - just give us a link to the artist who drew it, or else it won't ever be considered for the crucible.
4). Edit the table above when you have time into your post. Remove the 'Made by craawzy' part from the description text box in the card art, as it's distracting and doesn't add to the card's description itself.
