NOTES:
The idea came about due to remembering a scene in "Willow" - where they "consult the bones" for answers.

The :earth component comes from the line:
"Bare Earth is the most powerful foundation for casting the bones because it tends to add an elemental quality to your reading; however, any solid floor will be adequate."

The time component is more a no brainer ... you cast the bones to unveil the past ... better understand the now ... to see the future!

GAME PLAY:
Would this counteract cloak?  I think so!

Isn't this forcing at least a duo or trio? Don't know about the free double draw with just 10 :time,and as long as you have 1 :earth you have free forever precog?

Takes a trio if you want all of the effects, though effectively it only needs pendulums and novas (for the 1 :earth)

I love the name, and the theme is interesting, but I think mechanics need quite a bit of work.

The time part is probably ok, but the earth part completely overshadows precog (as furballdn noted).

You can go one or the other so, yes - it's forcing at least a duo ... as for how powerful it is ... SoFo set that bar HIGH at being a creature that casts Explosion up to 3 times free AND becomes a card again in your hand ... and is all you need to take this out.  I don't think its that OP ... to be honest though, I started that at 40  :time and thought that was nearly useless!
