Well... thats massive. Does it basically spam the rewind effect then? I.e. will skeletons and mumies still be transformed or get sent back as well.
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?

A card that can unconditionally wipe all creatures off the field is . .. unprecedented.  IMO, it's too powerful against creature-heavy decks, even at its high cost.  Imagine the drawing power you'd need to rebuild your creature army.
I think it's OP also because it crams the effects of multiple Rewinds ( like OdinVanguard said ) into a single card, which lets you save too much deck space.  Rather than 6 Rewinds, you can put one Dateline instead.

The one point in its favor is that this card hits both sides of the field, so the owner's creatures get hit too...

Also quint and burrow would still block its effect... I would assume this is the case since they stop all other field and mass target CC effects with the exception of shields.

The only thing I could think to help would be if it also gave owners of returned creatures additional draws over their next few turns to make up... that could be balanced if you assume that around 4 to 10 creatures would get hit per side on average. I don't know the exact averages there so you may want to check in with others for that, but typically I don't see decks fill more than the first row unless they are either very creature heavy, or make use of mitosis, fractal, boneyards, etc.

Personally, I think giving :time a counter to spam based decks isn't so bad, but this could be quite painful to some elements without additional balancing.

The "both sides of the field effect" wouldn't mean much to creature-less stalls... who would reap the most out of this card.  The added draw power sounds like an appropriate balance.  Although Dateline+Neurotoxin...ouch.
And doesn't  :time already have Procrastination for some soft mass CC?

True, though procastination won't help vs creatures that don't attack or that have abilities / interactions that function while stunned (light + hope, devourers, chrysaora... and a few others)

If this were put into the game would it be a rare like miracle or just a normal card like fractal? I'm going to assume it's a normal card because this is kind of like a counter to fractal...

Dateline seemed like a good name at first, then later I was thinking, dateline had almost nothing to do with curfew. Lol.

If this does get into the game ( 0.00000001% ), This would either be a rare or a super expensive card since this counters more than fractal and has the quality of miracle.

This card puts creatures in the deck, not reverse time. It has the same effect, but it's not the same. I want to prevent mass skeleton and mummy spam, which may be very dangerours.

So, putting creatures back into the deck, not RT. Hmm... When you say putting creatures back into the deck, do you mean like putting them at the bottom and then shuffling? (To like mix up all the cards to be in the middle of the deck), or simply place it back at the top? Also, if it is placing it back at the top, which creature would come first? I think this is a good card idea, as it hits your side of the field. It's like Pandemonium, except more annoying.

Suggestions: What does a curfew have to do with dragons, phoenixes, giant frogs, cockatrices and such? The name needs to be changed.
                      Up the quanta cost. Miracle is 15 :light. I'd suggest something like 15 :time, and the upped cost is 12 :time.
I love it when people tell me to "Pics or it didn't happen".

I would call it Start Over. And normally, similar to the effects of Reverse Time and Eternity, "return to owner's deck" usually means the top. And I think the order is based on the creature slot numbers. (Whichever creature you played first goes back to the deck first).

I think the quanta is alright, since the 1 turn delay for this card is enough to generate at least 3 quanta, which would ALMOST balance it out. It wouldn't balance out completely as there is a small fallacy.   8)

I agree with you guys that the name sucks big time.

I was thinking of putting the "put the card back in the deck in order according to card slot" at first actually, but i didn't do it out of pure lazyness.

I am gonna update the notes.
