I can see a lot of enjoyment with this and Schrodinger's, even allowing a slight possibility of using Pegasi in a duo Entropy-Light, buffing with Chaos Powers (I'm presuming that the upgraded gives upgraded cards), and fueling the ability with Nova, also produced

Actually, would this work like NT, and upgraded creatures give upgraded cards, or like Boneyard where the upgraded version of this card gives upgraded spells?

i know but in a borderline card like this (anti cc isn't a thing in elements, not useless like anti pc with the  :aether and  :gravity salvagers but almost) the "fun factor" imo is a lot more important than following what other cards do, if the card isn't UP or OP

about nt, if u target a mark u get a random nymph too

probably needs a bit more quanta, both :aether and :light.
:aether has 6 spells. 5 if SoW cannot be obtained (can it?).
You can TU an opponents' creature, then quint + SoW yours and bolt it.
You'll get new fractals, but you probably cannot get 6 Balls fractalled every time, so it dies down.
You'll get plenty of silences to slow the opponent down later in the game.
And you'll get healing from the purity counters.
be quick- time is quanta.

That would be a pretty interesting deck to try... You wouldn't be able to pull off a full 6 ball lightenings per turn until late game though, since each tomb will only proc once per turn. But averaging 3 to 4 per turn by early mid game should be pretty reasonable...
The only thing that worries me is the silence part... i think its a 1 in 6 chance right now, so at max ball lightenings, you would have a roughly 66.5% chance ( 1-[5/6]^6 =66.5102) to get a silence each turn.

I'm not sure if that is a significant enough proc chance to make this OP or not...

Arena is the other consideration, of course... due to hand size limits the max you could average out of ball lightening is 8 per fractal that would yield a 76.7% chance to get a silence.

More likely though, 3 or 4 (average) ball lightenings per fractal yields 42.1% and 51.8% chance of getting silence respectively...

The math gets pretty ugly for predicting an expected value for number of silences per game so I'll leave that to someone else.

So the question is... would this be OP?

that deck is slow, weak to pc, quanta denial and easy to outrush and probably impossible to be used after silver arena, any fg will outrush that deck 90% of times (probably u can kill neptune); remember that every upped deck with dexterity can easily 6 ttw everything

in pvp2 is different, it can be good i think?

about the silence thing: u can't fractal --> get silence --> play silence: u don't have the quanta, after the first fractal the turn after u can silence, this let your opponent play something, more than silence u will be forced to tbolt creatures waiting for  :aether quanta to fractal again

Ball lightning only dies at the end of turn - you save the silence for next turn (before fractal)
Also, adding mirrorshield might help, SoWflect will probably come up every game.
While the deck is definitely fast enough to get defense before turn 6, it is probably not enough.
DimShields (or dials?) will help, but the deck is already full.

more than full the chance to clog your hand are really high with dims

about the speed: before doing anything u need to fuel a 3 cost with your mark (i will probably use the unupped tomb over the upped one), after this every fractal can do max 40 damages (8 balls*5 atk), probably 50 using the tbolts u get from tomb on the opponent; is this fast, in your opinion?
