I like the reinforce mechanic.

I like the idea but it seems too powerful with mono  , I stack some of these alongside Towers and boom i have enough quanta to do what I need.
although it can be justified to being useless with PA unless you were that serious on initial quanta production.

question:

What happens if I steal it? does it reset its countdown?

It may be a little UP. You're using 1 quanta to gain 3 extra quanta, as it effectively has a net gain over a pillar of 2 quanta. I think it's a bit UP.

Why would it reset its countdown? Dim. Shield doesn't. If anything, stealing this should take 1 off the countdown, giving whoever stole it less time to utilize it (the thematic way)

Also note that it's not a zero-cost card and you can only have 6 in a deck.

Well balanced at the reinforce stage. (1 pillar + 1 shrine = 2 marks)
The initial 3|4 turns may or may not be balanced.
Comparison to pillar tower (turn:delta quanta)

The upped should also cost 1, it's only saving you once and that's in the future (worth less than now).

+1 to this. Also, I'd up the turns by 1. That way it's worthwhile in rushes.

I am not sure if End of turn or beginning of turn is a better value to judge the first turn.
The above table uses end of turn which hides the fact that it cannot be played first turn unless 1+ towers have been played.
